Yo flowmeister,
pentium 4's always run hotter than AMD's but yours is hotter than most i've seen.My petium 3 800 that I used to have before i turfed it(got rid of it)ran in the 50's.The reason is that you probably bought an already built computer. They usually use a heat tape instead of heat paste. Most computers that are prebuilt are like that.I usually take off the heat sink right away and apply heat paste and take off the old stuff with a sharp razor blade. This will solve your problem for sure.During a game under heavy load your game may crash due to heat.I would fix this problem as soon as you can.Heat paste is realtively cheap anyway.Your temps will drop 10 to 15 degrees celcius after you change it.

Hey motorhead,
I have no idea what clock setting should be set at for a SOYO board.
Somehow I don't think that is your problem though.I can't really tell what is going on from here.It almost sounds like a driver problem to me though. If it locks solid and you have to shut down your p.c that is usually what it is.If you can ctrl+alt+dlt out of it it is something else in your system.Make sure you update your sound drivers as well as maybe they are damaged due to button shut down.

Just from my experience, Arctic Silver II by itself dropped the CPU temperature by over 5C compared to the thermal pad that came applied to the heatsink I had on my Athlon XP1600+ at the time, all with not very good airflow inside the case (6 IDE devices (some RAID setup) meant I could not play much with the cables). I don't remember if that was 5C at idle or under load though...

Well I bought a mini fan that sits flat on the floor and I joined one of the euro div servers and was there about 20 minutes until Big Mac kicked me out from his server . Well hope to see a NA server later on today to test my viideo card fan test :)
