i thought it was allowed only since they had trouble with teams bending the rules and not knowing where to draw the line, in other words they could not decide if they where using it or not

The article states that the FIA couldn't control the kind of ECU each team had because each team designed thier own, in 2008 the teams can only use an ECU built under the control of the FIA.
The FIA will decide on a company to design and build an ECU that is to be used by ALL teams in 2008.

I agree with you there Hitman.
Maybe they will have to fire all the drivers like you said and call up all the current drivers in GP2, they don't have TC.
Hamilton will have an advantage next season.......maybe

i am glad tc is going , but i worry that the manufacturers will push for things like stability control which will ruin any chance of real racing returning!!!
oh and while they are changing things BRING BACK PROPER SLICK TIRES!!!!!
i think they are supposed to be here in 2008 too

Nope (sadly). From TFA:
The much-rumoured return to slicks meanwhile is not an option now for 2008 with the Bridgestone Potenza tyres remaining with four 14mm grooves.

we should put caravans behind our VOLVOS to really get that volvo feel...also, if steveb can make them more square like would be nice
designer for volvo in the 80s must have been the easisest job
