Have tried everything now, it doesnt work!

It looks alright in the .plr too.

Can you start a public server, or is it just a private server problem?
If it is only a private server problem then I think I have the solution for you:
There's a bug in F1 2002 that prevents you from starting a private server if you have just had a public server running. The problem is that the gamespy network keeps the IP of your machine for a couple of minutes (I don't know how long, but at least 5 min), and if it starts responding again within 5 minutes it will just keep that room open, even if you actually restarted the game in "NO ANNOUNCE" mode.
In this case the solution is simple: Close down your public server. Go into your .PLR file and make sure you have "Announce Host="0"" in there. Go take a leak, read the newspaper and eat a snack. Make sure you don't start F1 2002 before at least 10 minutes have elapsed.
And you really don't need CHAP to run a private server. I have never used it, and I run private servers quite often (hosting for F1R).
